Notwithstanding this, the United States have, since the Bay of Fundy was reopened to our fishermen in 1845, pursued the most liberal course toward the colonial fishing interests. By the revenue law of 1846 the duties on colonial fish entering our ports were very greatly reduced, and by the warehousing act it is allowed to be entered in bond without payment of duty.

Captain John C. Fremont had previously, but in the same year, 1846, been sent to California at the head of an exploring expedition, and in May he was notified to remain in the country in anticipation of hostilities. At a convention in Boston, held May 27,1846, where the American Union of Associationists was formed, this resolution was passed: "Resolved, That we hold it our duty, as seekers of the practical unity of the race, to accept every light afforded by the providential men whom God has raised up, without committing ourselves blindly to the guidance of any one, or speaking or acting in the name of any man; that we recognize the invaluable worth of the discoveries of Charles Fourier in the science of society, the harmony of that science with all the vital truths of Christianity, and the promise it holds out of a material condition of life wherein alone the spirit of Christ can dwell in all its fulness; but Fourierists we are not and cannot consent to be called, because Fourier is only one among the great teachers of mankind; because many of his assertions are concerning spheres of thought which exceed our present ability to test, and of which it would be presumption for us to affirm with confidence; and because we regard this as a holy and providential movement, independent of every merely individual influence or guidance, the sure and gradual evolving of man's great unitary destiny in the ages."

The treaty of 1846 continued the line of boundary westward along "the 49th parallel of north latitude to the middle of the channel which separates the continent from Vancouver Island, and thence southerly through the middle of the said channel and of Fuca's straits to the Pacific Ocean" Anyone reading this clause for the first time, without reference to the contentions that were raised afterwards, would certainly interpret it to mean the whole body of water that separates the continent from Vancouver, such a channel, in fact, as divides England from France; but it appears there are a number of small channels separating the islands which lie in the great channel in question, and the clever diplomatists at Washington immediately claimed the Canal de Haro, the widest and deepest, as the canal of the treaty.

Its members were the Senate with the Chancellor and judges of the Supreme Court. When a judgment of that court was brought up for review the judges were to state their reasons for giving it, but had no vote. This scheme was adhered to with little modification until 1846.

Everything that he has written on "The Condition of England Question" has a practical bearing, and many of his suggestions have found a place on our code, vindicating the assertion of the Times of the day after his death, that "the novelties and paradoxes of 1846 are to a large extent nothing but the good sense of 1881."

Seguin met with a high degree of success in the instruction of idiotic and imbecile children, and in 1846 published a treatise on the treatment of idiocy, which will, for years to come, be the manual of every teacher of this unfortunate class.
