It was soon discovered that such was not the design of Great Britain, and satisfactory explanations of the real objects of the measure have been given both here and in London. The unadjusted difference, however, between the two Governments as to the interpretation of the first article of the convention of 1818 is still a matter of importance.
The payments into the Treasury during the year 1818 on account of imposts and tonnage, resulting principally from duties which have accrued in the present year, may be fairly estimated at $20 millions; the internal revenues at $2.5 millions; the public lands at $1.5 millions; bank dividends and incidental receipts at $500,000; making in the whole $24.5 millions.
During the conferences which preceded the negotiation of the convention of 1818 the British commissioners proposed to expressly exclude the fishermen of the United States from "the privilege of carrying on trade with any of His Britannic Majesty's subjects residing within the limits assigned for their use;" and also that it should not be "lawful for the vessels of the United States engaged in said fishery to have on board any goods, wares, or merchandise whatever, except such as may be necessary for the prosecution of their voyages to and from the said fishing grounds: and any vessel of the United States which shall contravene this regulation may be seized, condemned, and confiscated, with her cargo."
The vote in the House showed thirteen States for Adams, seven for Jackson, and four for Crawford. Jackson accepted the result calmly, indeed Adams had always shown a friendly spirit toward him, and had defended him in 1818. Within a few days a rumor went abroad that Clay had sold his support of Adams for the appointment as Secretary of State.

The convention of 1818 forms the legal basis of the rights, which Canadians have always maintained in the case of disputes between themselves and the United States as to the fisheries on their own coasts, bays, and harbours of Canada.
In their efforts to carry out such a policy the treaty gave the Canadians a very great advantage. As Mr. Secretary Bayard insisted, it certainly trangressed usual international comity when our ships were refused needed pilots, or our hungry crews were forbidden to purchase food in Canadian ports; but our President and Senate had, in 1818, agreed that such cruelty should be legal.
Isabella indeed was finished by April, 1818; but Hyperion was not relinquished till late in 1819, and the Eve of St. Agnes and Lamia were probably not even begun till 1819. See p, 96 as to Shelley's under-rating of Keats's age. He must have supposed that Keats was only about twenty years old at the date when Endymion was completed. The correct age was twenty-two.
