While President, he proved by his conduct of our relations with foreign countries, that it is possible both to keep peace and to keep our self respect, and that this can be done only by firmness and courage. He maintained our national defenses at the highest possible level, scorning to risk his fellow-countrymen's lives and fortunes through neglect of the Army and Navy.

There is an element of unconscious and rather pathetic humor in the simplicity of half a century ago which spoke of the Aryan and the Teuton with reverential admiration, as if the words denoted, not merely something definite, but something ethnologically sacred; the writers having much the same pride and faith in their own and their fellow-countrymen's purity of descent from these imaginary Aryan or Teutonic ancestors that was felt a few generations earlier by the various noble families who traced their lineage direct to Odin, Æneas, or Noah.

There are Korps of the same name, but the two are always quite distinct and their colours are generally different. There are three classes of associations. The Burschenschaften, or fellowships, the Landsmannschaften, or fellow-countrymen's unions, and the Korps.

Will they ever be reproduced for other celebrations of the glorious 29th of July? I think the Government which follows such a system, cannot be very anxious about any farther revolutionary fetes, and that the Chamber may reasonably refuse to vote more money for them. Why should men be so mighty proud of having, on a certain day, cut a certain number of their fellow-countrymen's throats?

Encouraged by the dissensions prevailing in the Parthian royal house, strong in the knowledge of his fellow-countrymen's discontent, and perhaps thinking that the losses which Artabanus had sustained in his three days' battle against the Romans under Macrinus had seriously weakened his military strength, Artaxerxes, tributary king of Persia under Parthia, about A.D. 220, or a little later, took up arms against his master, and in a little time succeeded in establishing the independence of Persia Proper, or the modern province of Fars.

Thousands of other sentiments are of course all the while, in different connections, at hand for us; but it is of the exquisite civility, the social instincts of the race, poetically expressed, that I speak; and it would be hard to overstate the felicity of his fellow-countrymen's being able just now to say: "Yes, this, with the imperfection of so many of our arrangements, with the persistence of so many of our mistakes, with the waste of so much of our effort and the weight of the many-coloured mantle of time that drags so redundantly about us, this natural accommodation of the English spirit, this frequent extraordinary beauty of the English aspect, this finest saturation of the English intelligence by its most immediate associations, tasting as they mainly do of the long past, this ideal image of English youth, in a word, at once radiant and reflective, are things that appeal to us as delightfully exhibitional beyond a doubt, yet as drawn, to the last fibre, from the very wealth of our own conscience and the very force of our own history.

I should add, that owing to the energetic remonstrances of all the other foreign representatives, and in particular the Neapolitan Consul, M. de Martino a clever and courageous young man who has since risen to the highest positions in Italy, and who had undertaken to look after our interests after our consuls had been withdrawn the embargo thus laid on our fellow-countrymen's movements was of very short duration.

Carleton had sent word to M. de Beaujeu, seigneur of Crane Island, forty miles below Quebec, asking him to see if he could cut off the American detachment on the Levis shore. De Beaujeu raised three hundred and fifty men. But Arnold sent over reinforcements. A habitant betrayed his fellow-countrymen's advance-guard.
