United States or Malawi ? Vote for the TOP Country of the Week !

With the closing of a debate there is the vote. An electric bell rings again, and with a rough hand the House police close all the exits. The clerks come down into the aisles. They seem to move listlessly and indifferently; yet very quickly they have checked the membership to insure that the excessively large quorum requisite is present. Now the Speaker calls for the vote.

Five Peers were named first on this Commission; then Chief Justices Rolle and St. John and Chief Baron Wylde; then Fairfax, Cromwell, Ireton, and many more members of the Commons and Army Officers; but a considerable proportion of those named were Lawyers, Aldermen, and Citizens, not members of the House. Any twenty of the Commissioners were to be a quorum.

Senators are apportioned as representatives; the number not to exceed one-third of the number of representatives; must be thirty years of age; in other respects qualified as representatives. Both are elected biennially. Bills passed by both houses are laws without having been presented to the governor. Quorum, two-thirds of each house. Executive.

I must not omit, that Sir ROGER is a justice of the Quorum; that he fills the chair at a quarter-session with great abilities, and three months ago gained universal applause by explaining a passage in the game-act.

And truly, having observed how little invention bears any vogue besides what is derived into these channels, I have sometimes had a thought that the happy genius of our age and country was prophetically held forth by that ancient typical description of the Indian pigmies whose stature did not exceed above two feet, sed quorum pudenda crassa, et ad talos usque pertingentia.

The House being in Committee of the Whole, whenever they found no quorum voting, were obliged by the parliamentary usage to rise and report that fact to the House. When this was done, and the House was again in session as a House, behold, a quorum instantly appeared; and then, by the same law, they were obliged to return into Committee again.

Hamilton might lose many millions, and "come back," but he and many like him were irretrievably done for. One day when Hamilton had been ill for a week and had not yet emerged from the distorted land of delirium, Tom Burton strolled, as immaculate and well groomed as ever, into the National Union Club, and looked about for a bridge quorum of his cronies.

Brigham at that time was living in a log house, but was preparing to build a brick house. I renewed my labors on the Hall of the Seventies, and finished it in grand style. It was then dedicated, and the different quorums had picnic parties in it, beginning with the first quorum, consisting of seventy-seven men to each quorum. Brigham said this hall would be a building creditable to London.

The excitement and indignation in the city were so great that early the next morning a crowd gathered, dragged two of the absentees from their lodgings to the State House, and held them firmly in their places until the roll was called and a quorum counted, when the House proceeded to order a State convention.

"Your honour will consider the dignity of the office one of the quorum and custos rotulorum, an office of which Sir Edward Coke wisely saith, The whole Christian world hath not the like of it, so it be duly executed."
