The last of these legislative acts believed to exist is that of Virginia, passed on the 22d February, 1826, levying a tonnage duty on vessels for "improving the navigation of James River from Warwick to Rocketts Landing."

The drift of spots over the sun's surface was first systematically investigated by Carrington, a self-constituted astronomer, gifted with the courage and the instinct of thoughtful labour. Born at Chelsea in May, 1826, Richard Christopher Carrington entered Trinity College, Cambridge, in 1844.

In 1826 he sought to enter the Conservatoire, but failed in the preliminary examination. In 1827, 1828 and 1829, he competed for the Prix de Rome, and failed. In 1830 he finally secured it. While in Rome in 1831, he composed the "Symphonie Fantastique" and "Lélio." In 1833 he married his adored Miss Smithson. In 1834 "Harold" was performed for the first time.

He seemed to regard this enterprise as crowning and completing a career which had been devoted to the cause of liberty, by providing for the increase and diffusion of knowledge. In February, 1826, the return of a disease by which he had at intervals been visited convinced Jefferson that he should soon die.

Perhaps the greatest master of melody was one who was only coming to the front at the close of this period, Alfred Tennyson, born in 1809, contributed with two of his brothers to a collection of verses, misleadingly entitled Poems by Two Brothers, which appeared in 1826.

The family that he founded became wealthy and increased, by many an acre, the measure of that royal grant. Not far below this spot, in the wildest part of the Notch, shut in by walls of rock thousands of feet high, is the old Willey House, and this, too, was the scene of a tragedy, for in 1826 a storm loosened the soil on Mount Willey and an enormous landslide occurred.

She could not give him the practical business qualities in which he was utterly lacking and for which his wonderful intuitions of commercial possibilities were no compensation; but she could smile at his enthusiasms and sympathize with his disappointments, which had their see-saw pretty regularly in the interval from the 1st of June 1826 to the 3rd of February 1828.
