We are still far off from the World-State and the World-Law which formed the misty ideal of cosmopolitan thinkers. But only those who are blind to the true course of human progress can fail to see that the day of the Nation-State is even now drawing to a close in the West.
Perhaps the main result which emerged from the tentative experiments of these years was that at every point the obstacle was the sprawling British Empire, and the too-powerful British fleet. The conviction grew that the overthrow of this fat and top-heavy colossus was the necessary preliminary to the creation of the German world-state.

Such an arrangement of affairs will necessarily involve a vast amount of book-keeping between the various authorities, the World-State government and the customers, and this book-keeping will naturally be done most conveniently in units of physical energy.
A state powerful enough to keep isolated under modern conditions would be powerful enough to rule the world, would be, indeed, if not actively ruling, yet passively acquiescent in all other human organisations, and so responsible for them altogether. World-state, therefore, it must be.

It is indeed essential to the idea that God is the Invisible King of this round world and all mankind, that we should see in every government, great and small, from the council of the world-state that is presently coming, down to the village assembly, the instrument of God's practical control.
Discussion will take place, with more and more vigour as years go on, as to the various measures which have been described collectively as the establishment of a World-State. At what point could it be said that a World-State is in being? How can such a World-State be reconciled with the independent sovereignty of the several States comprised in it?
