So firmly established, indeed, is this tradition that even the most irate admit that where wrong exists the chief fault lies with the people themselves. Whatever may be said concerning its limitations and its perversions, this, then, is an age of democracy, founded upon a widespread faith in majority rule.

The French peasant is usually very thrifty; but where accumulated savings were not available for relief, the result, in many cases, was widespread starvation. Jasmin felt that, while himself living in the midst of blessings, he owed a duty, on such occasions, to the extreme necessities of his neighbours.

A drive of a couple of miles through narrow country lanes brought us to a park gate, which was opened for us by an old lodge-keeper, whose haggard face bore the reflection of some great disaster. Another doomed race of the time is represented by the Hyopotamus, an animal between the pig and the hippopotamus; and the Oreodontids, between the hog and the deer, were another unsuccessful branch of the early race. The hippopotamus itself was widespread in Europe, and a familiar form in the rivers of Britain, in the latter part of the Tertiary.

These histories are nevertheless clear and authentic instances of a strange and widespread social waste. Neither trade organization nor State legislation for shorter hours is primarily directed toward a more general regular and foresighted distribution of work among all seasonal trades and all seasonal workers.

While we have recently engaged in the aggressive contest of a national election, its very tranquillity and the acceptance of its results furnish abundant proof of the strength of our institutions. In the face of widespread hardship our people have demonstrated daily a magnificent sense of humanity, of individual and community responsibility for the welfare of the less fortunate.

Almost as widespread is the reluctance of the proper authorities to arrest the deserter and bring him back after he has been found. A general atmosphere of indifference and despair of accomplishing anything worth while surrounds any attempt to push the prosecution of a man who has taken refuge outside the community.

His repudiation of the Progressives, however, was not dictated by differences over tactics alone. He rejected the fundamental principles of the liberal movement in German politics. He saw around him the evidences of deep and widespread poverty.
