The wars of Francis I and Charles V bred a swarm of corsairs who harassed Spanish trade and penetrated even to the West Indies; but before 1559 the resources of the French Government were mainly devoted to resisting the Hapsburgs in Europe, and after 1563 the country was distracted by civil war. The Mediterranean proved, indeed, an attractive field for French commercial expansion.

These two causes were to plunge Europe into many wars, and to vex and divide the peoples of every European country, throughout the period 1815-78.

No one ever knew him to be afraid of anything even when he was but a child. His father, who was named Chil'der-ic, often took him to wars which the Franks had with neighboring tribes, and he was very proud of his son's bravery. It was on the logical and practical distinction between these two kinds of naval object, as we have seen, that the constitution of fleets was based in the fulness of the sailing period, when maritime wars were nearly incessant and were shaping the existing distribution of power in the world.

The system of subsidies, which began half a century before in the wars of Marlborough and received its most extensive development half a century later in the Napoleonic wars, maintained the efforts of her allies, which would have been crippled, if not paralyzed, without them.

It does not seem to have materially softened the manners of the people at large, whose wars went on as fiercely as ever; but the churches were seats of peace and learning, whence teachers went forth in numbers into Gaul, and among the heathen Saxons of England.

As in war the bearers of flags of truce are sacred, or else wars would be interminable, so in peace ambassadors, public ministers, and consuls, charged with friendly national intercourse, are objects of especial respect and protection, each according to the rights belonging to his rank and station.
