Love is a thing to a large extent in its beginnings voluntary and controllable, and at last quite involuntary. It is so hedged about by obligations and consequences, real and artificial, that for the most part I think people are overmuch afraid of it. And also the tradition of sentiment that suggests its forms and guides it in the world about us, is far too strongly exclusive.

It seems that in contrast to reflexes and instincts which have prearranged bodily means of expression, the impulses must be subjected to a long period of training and education before they are capable of being controlled and transformed into that voluntary movement which is sometimes called will power.

To the Swiss Government belongs the honour of addressing the first circular note to the governments of Europe proposing the calling of a conference as a first step towards this end. This conference never met. The idea of international labour legislation was in the air, and voluntary societies composed of social reformers were beginning not only to discuss but to support it.

And again I extended my hand to him frankly, with the words, "Let us be friends." He had glanced up a moment while I was speaking, evidently relieved by my voluntary promise. He took my hand humbly now, and reverently kissed it, bowing his head above it long and mutely. "My poor, outraged, offended, noble Miriam!" I heard him murmur at last. The words affected me.

I recommend that a further step be taken by authorization that appointments of third-class postmasters be made under the civil service law. This subject has been under consideration for over 20 years. It was promised by both political parties in the recent campaign. It has been repeatedly examined by committees and commissions congressional, executive, and voluntary.

Of which state of matters Shame showed himself a shrewd prophet two hundred years ago when he said that but few of the rich and the mighty and the wise remained long of Faithful's Puritan opinion unless they were first persuaded to be fools, and to be of a voluntary fondness to venture the loss of all.

It is as a thinking and willing creature in a social setting that man becomes a moral agent. To understand him we must make a study of the individual and of the social will. IMPULSE. Commands and prohibitions address themselves to man as a voluntary agent. But it seems right to treat as willed by man much more than falls under the head of conscious and deliberate volition.

But that which IMMEDIATELY determines the will from time to time, to every voluntary action, is the UNEASINESS OF DESIRE, fixed on some absent good: either negative, as indolence to one in pain; or positive, as enjoyment of pleasure.

One of these, originally instituted by Anthony Benezet, is now in operation in the city of Philadelphia, and has been continued under the care of one of the monthly meetings of Friends of that city, and supported by funds derived from voluntary contributions of the members, and from legacies and bequests, yielding an income of about $1000 per annum.

This covers all cases which show any kind of restraint set upon the movements of the body short of that which comes from voluntary intention. The infant brings the movements of his legs, arms, head, etc., gradually into some sort of order and system.
