Bagehot virtually employs this method in the chapter of his Physics and Politics, which he entitles "Verifiable Progress Politically Considered." Let me quote, for example, his comparison of the Englishman with the primitive Australian.

For it must be remembered that in giving a vast mass of knowledge to the world, H.P.B. distinctly stated that these are facts which can be reverified by every generation of observers; she did not give a body of teaching to be swallowed, to be taken on authority, to be accepted by what is called faith; but a body of verifiable teachings, facts to be examined over again, facts to be experimented on, to be carefully studied, as the scientific man studies the part of the world he knows.

Is there any evidence strong enough to prove the historicity of Jesus, in spite of the fact that not even his supposed companions, writing during the lifetime of Jesus' mother, have any definite information to give. But let us continue. The reports current about a man like Lincoln are verifiable, while many of those about Jesus are of a nature that no amount of evidence can confirm.

The supposed contents of the physical world are prima facie very different from these: molecules have no colour, atoms make no noise, electrons have no taste, and corpuscles do not even smell. If such objects are to be verified, it must be solely through their relation to sense-data: they must have some kind of correlation with sense-data, and must be verifiable through their correlation alone.

They are not to be received as in any sense final; they are not like the verifiable facts of science; they are more or less sagacious, more or less well founded opinions formed by a fair-minded, sharp-witted, kind-hearted, open-souled philosopher, whose presence made every one well-disposed towards him, and consequently left him well-disposed to all the world.

As to this it is to be remarked that there is a law of motion serving for this propagation, and verifiable by experiment. Equality of size seems to be more necessary, because otherwise there ought to be some reflexion of movement backwards when it passes from a smaller particle to a larger one, according to the Laws of Percussion which I published some years ago.

If, therefore, we could find a mathematical formula which was, as a matter of fact, verifiable in economical problems about prices, and so forth, we should rightly apply to mathematicians to help us with their methods. But, not only do we not find any such simple relations, but we can see conclusive reasons for being sure that we can never find them.
