The bill of December 15, 1853, like its predecessors, had as first drawn no reference whatever to slavery, but when it returned from the committee on Territories, of which Douglas was chairman, the report, not explicitly, indeed, made the assumption, unheard of before, that Kansas-Nebraska stood in the same relation to slavery in which Utah and New Mexico had stood in 1850; and that the compromise of that year, in leaving the question of slavery to the States to be formed from these Territories, had already set aside the agreement of 1820.

As a first proposal it was explained in evidence before the committee that in no sort had the Mormon Church abated or abandoned polygamy as either a tenet or a practice. Indeed, the present conspiracy aims to produce conditions in Utah under which polygamy may flourish safe from the ax of law.

On the 15th of September, 1857, Governor Young issued his proclamation, in the style of an independent sovereign, announcing his purpose to resist by force of arms the entry of the United States troops into our own Territory of Utah.

Many states and nations, and many world-famous mining companies are represented by exhibits of ores and metals, of mine models, and mining and metallurgical processes in operation. California shows a gold dredger and a hydraulic mine in operation. The great copper mines of California, Montana, Utah, and Japan, have installed significant exhibits.

A full report of what has been done under this law will be submitted to Congress by the Attorney-General. In Utah there still remains a remnant of barbarism, repugnant to civilization, to decency, and to the laws of the United States.

It is sufficient for our purposes to say that for thirteen years he had practical control of all legislation affecting the Western Territories, that he drafted the bills establishing territorial governments for Minnesota, Kansas, Nebraska, Utah, New Mexico and Washington and prepared the acts for the admission of Wisconsin, California, Minnesota and Oregon.

Previous to the assembling of any troops for duty in Utah to enforce obedience to the laws of the government, an opinion was asked of General Winfield Scott, then commanding the army, as to the feasibility of sending an armed expedition into the territory. Scott's decision was most emphatically against the proposition to send troops there so late in the season.

His committee on "Cement" consisted of the presidents of four of the leading cement companies, the vice-president of a fifth cement company, and a representative of the Bureau of Standards of Washington. His committee on "Copper" had the names of the presidents of the Anaconda Copper Company, the Calumet & Hecla Mining Company, the United Verde Copper Company and the Utah Copper Company.

In the minds of many, perhaps of the majority of people, the scene of the "Mormon" drama is laid almost entirely in Utah; indeed, the terms "Mormon question" and "Utah question" have been often used interchangeably.
