The New York Tribune states: "It is a somewhat startling announcement that more than one-third of the adult male inhabitants of New York City are unnaturalized aliens.

A recent tabulation made public by a Federal Deputy Commissioner of Naturalization has shown that a little over one tenth, in round numbers, 11,000,000, of our population is composed of unnaturalized aliens. Even this however tells but a part of the story; for vast numbers of even those who have become naturalized, have in no sense become Americanized.

Yet my reader should not argue from this admission that I am deaf to the charms of the human voice when raised in song. Unnaturalized aliens of a beefy aspect vocalizing in a strange tongue while an orchestra of two hundreds pieces performs that, I admit, is not for me.

It is for the good of society that the suffrage is withheld from those classes of men. A certain fitness for the right use of the suffrage is therefore deemed necessary before granting it. A criminal, an unnaturalized foreigner, a minor, have not that fitness; consequently the suffrage is withheld from them.

Its text is as follows: Section I. Be it enacted, &c., That from and after the passage of this act, it shall be unlawful for any unnaturalized foreign-born resident to hunt for or capture or kill, in this Commonwealth, any wild bird or animal, either game or otherwise, of any description, excepting in defense of person or property; and to that end it shall be unlawful for any unnaturalized foreign-born resident, within this Commonwealth, to either own or be possessed of a shotgun or rifle of any make.

Finally, the condition of the Strangers, whether servants or masters, was, as it respected political privileges, much like that of unnaturalized foreigners in the United States; no matter how great their wealth or intelligence, or moral principle, or love for our institutions, they can neither go to the ballot-box, nor own the soil, nor be eligible to office.

If the unnaturalized tenant withdrew of his own will from the land he was obliged to leave all his improvements behind; but if he was ejected he was entitled to get their full value.

A law should be enacted prohibiting the use of firearms by unnaturalized aliens, and a $20 license for all naturalized aliens. Provision should be made for a large state game refuge in southern Minnesota. The state should prohibit the use of machine guns in hunting. To-day, direct and reliable advices show that the game situation in Minnesota is far from encouraging.

That the possession of a shotgun or rifle at any place outside of a building, within this Commonwealth, by an unnaturalized foreign-born resident, shall be conclusive proof of a violation of the provisions of section one of this act, and shall render any person convicted thereof liable to the penalty as fixed by said section. Section 4.

The right of unnaturalized aliens to vote had never been called in question. But during the campaign, two Whigs of Galena instituted a collusive suit to test the rights of aliens, hoping, of course, to embarrass their opponents. The Circuit Court had already decided the case adversely, when Douglas assumed direction of the campaign.
