The Boer Government promptly appointed him to the position, and from that day to this he has been the paramount military power in the Boer lines. He is not the only one of his line fighting under the Transvaal flag. There are four other brothers in the field, one of whom, Christian Botha, is now a general, and a good fighter.

Upon our taking over the Transvaal, however, the prospect of great plunder and acquisition of territory vanished, and the king and his warriors remained in a state of extreme discontent. So large and threatening was his army, that Sir Bartle Frere, the Governor of the Cape, considered it absolutely necessary to bring matters to a crisis.

They have a keen sense of justice, and a quick perception of the existence of this crowning quality in a man. Livingstone said that he found that they also have a keen eye for a man of pure and moral life. The natives in the Transvaal have never asked for the franchise, or for the smallest voice in the Government.

Each had his bandolier and rifle; each was minding his own business, which was the business of all to try and save the independence of a free people. The presence of these foreigners, with rifle in hand, showed the sentiment and sympathies of the countries from which they came. These men were Europe's real ambassadors to the Republic of the Transvaal.

Here also, as at Johannesburg, at Potchefstroom, and at Klerksdorp, I was forcibly struck with the large amount of English spoken, as well as of the number of English names over the various shops in the Transvaal towns. This is an interesting and important fact, which marks the tendency of the direction of future development.

As I have said elsewhere, it must be borne in mind that the strings of the anti-annexation agitation have all along been pulled in the Western Province, whilst the Transvaal Boers have played the parts of puppets.

Education in the Transvaal is by no means neglected, English as well as Dutch being taught to all that can afford both; but the tariff duty on English school-books is heavy, and from necessity the poorer people stick to the Transvaal Dutch and their flat world, just as in Samoa and other islands a mistaken policy has kept the natives down to Kanaka.

"The cause of the dispute was this: In 1884 a Convention was agreed on between Great Britain and the Transvaal, acknowledging the independence of the Transvaal, subject to three conditions: that the Boers should not make treaties with foreign Powers without the consent of the paramount Power in South Africa, i.e., England; that they should not make slaves of the native tribes; and that they should guarantee equal treatment for all the white inhabitants of the country as respects taxation.

With them, as apart from the politicians, the motive was undoubtedly a moral and Christian one. They considered that the annexation of the Transvaal had evidently been an injustice, that the farmers had a right to the freedom for which they fought, and that it was an unworthy thing for a great nation to continue an unjust war for the sake of a military revenge.
