First, we should raise by our presence the value of their paper money, an important point for French commerce; secondly, we should be at hand to obtain information, and might take such preliminary steps as would conduce, eventually, to our obtaining possession of Halifax; thirdly, such a detachment would inspire, the American army with new vigour, would powerfully support an attack for retaking the forts on the north river, and would lead the Americans to such undertakings as circumstances might render advisable.

To give an instance of the last mentioned argument, I shall appeal to the Apostolical Canons, though a reference to them will involve me in an inquiry, interesting indeed to the student, but somewhat dry to the general reader.

The matters of fact asserted are: firstly, that the inhabitants of Britain exhibit much diversity in their physical characters; secondly, that the Caledonians are red-haired and large-limbed, like the Germans; thirdly, that the Silures have curly hair and dark complexions, like the people of Spain; fourthly, that the British people nearest Gaul resemble the "Galli."

It is first a personal question, affecting primarily the drinker; secondly, a social question, affecting the family and the community; thirdly, an economic and political question, affecting society at large. Consequently the solution of the problem is not simple. Different phases of the problem demand a variety of methods.
