This promise was subsequently qualified, and on March 27 a convention was signed at Pekin giving the Russians the "usufruct" of Port Arthur and Talienwan, which, practically, meant that Russia had obtained those harbors unconditionally, and for an indefinite period.
Manchuria was thrown open to Russian officers for purposes of survey, etc., and it was agreed that on the completion of the trans-Siberian railway, a line should be constructed southwards to Talienwan or some other place, under the joint control of the two Powers . The Treaty marks the end of the first stage in the Russification of Manchuria.
Petersburg government announced that the Chinese had given permission to the Russian fleet to winter at Port Arthur; in February, 1898, Russia added Talienwan to Port Arthur, but essayed to disarm criticism by declaring that the first-named port would be opened to the ships of all the great powers like other ports on the Chinese mainland.
The nature of the understanding between Russia and the Middle Kingdom has, indeed, for some time been patent to all the world except Englishmen, the chief features of it being: First, an offensive and defensive alliance; secondly, branch railways through Manchuria; thirdly, the refortification of Port Arthur and Talienwan, both to be paid for by China, and either or both of these harbors to be placed at Russia's disposal whenever they may be required.
It soon appeared that Port Arthur could not remain an open port, and it was closed to merchant ships. Thereafter the new port of Dalny was set apart for purposes of commerce, but the efficacy of the arrangements there has never been tested.
The territories of Kiao-chow, of Wei-hai-wei, and of Port Arthur and Talienwan, leased to Germany, Great Britain, and Russia, respectively, for terms of years, will, it is announced, be open to international commerce during such alien occupation; and if no discriminating treatment of American citizens and their trade be found to exist or be hereafter developed, the desire of this Government would appear to be realized.
This benefit, moreover, might be greatly increased by making a branch line to Talienwan and Port Arthur, which would some day be united with Peking. Gradually Li-Hung-Chang and other influential Chinese officials were induced to sympathise with the scheme, and a concession was granted for the direct line to Vladivostok through Chinese territory.

Instead of coming to her aid, however, Russia demanded a similar cession of Port Arthur, Talienwan and the surrounding territory which she had refused to allow Japan to retain two years before.
This secret treaty gave Russia the control of the Liau-Tung Peninsula, which she had ostensibly saved, at the cost to China of $30,000,000, and the St. Petersburg government was also to be allowed to build a branch of the Trans-Siberian Railway through Manchuria to Talienwan and Port Arthur. A period of eighteen months elapsed before the details of this momentous agreement became known.
