A composition may be perfect as far as any rules or principles of composition go, and yet be of no account whatever. The life-giving quality in art always defies analysis and refuses to be tabulated in any formula. This vital quality in drawing and composition must come from the individual artist himself, and nobody can help him much here.

In broad outline, however, a summary may be made, and even tabulated as follows: Next note how from the everyday world of action, there arises a corresponding thought-world also. Here then we have that general relation of the town life and its "schools," alike of thought and of education, which must now be fully investigated.

And thus, though the English law is unsystematic, ill-arranged, and superficially wanting in scientific accuracy, it does, in fact, represent a body of principles, worked out by the rough common sense of successive generations, and requires only to be tabulated and arranged to become a system of the highest excellence.

Each district, under the new system, had its flag, its bottle of ink, its sheaf of documents tabulated and filed for reference in a drawer, so that by looking under M or S, as the case might be, you had all the facts with respect to the Suffrage organizations of that county at your fingers' ends. There the well-known agency of Schimmelpfeng, which was in receipt of a subvention from the German Chamber of Commerce, was a centre of secret information respecting the solvency, the prospects, the debts and assets of every firm in France, and its tabulated information about French commerce and industry, together with all the knowledge that had been secretly gleaned, was duly sent to Berlin.

For weeks this affair of Cope's had hung over the blackboard like a dim tapestry. Now it was gone; and when he tabulated in chalk the Elizabethan dramatists or the Victorian novelists there was nothing to prevent his students from seeing them. Medora Phillips became sympathetic and tender. She let him understand that she thought he had been unfairly treated.

These observations were then carefully collated, systematized and tabulated, and discoveries were made as to the course of ocean currents that otherwise would have been impossible. The loss of the Joggins raft was not a real failure, for it led to one of the great discoveries in modern marine geography and navigation.

The anti-clerical and anti-theological animus is already strong; the attitude dantis jura Catonis is arranged; the jura themselves, if not actually graven and tabulated, can be seen coming with very little difficulty. But A French Eton is perhaps most interesting for its style. In this respect it marks a stage, and a distinct one, between the Preface of 1853 and the later and better known works.

Absolute precision is difficult, but Sydenham's biographer has tabulated the groups as follows: Government Members 24 French Members 20 Moderate Reformers 20 Ultra Reformers 5 Compact Party 7 Doubtful 6 Special Return 1 Double Return 1 84
