The excuse which may be pleaded for those who followed him, and engaged, cannot avail for the rear ships, and especially not for the second in command, who knew Suffren's plans. He should have compelled the rear ships to take position to leeward, leading himself, if necessary.

There has never been a display of higher tactical skill than this operation of Howe's, though, it may be said, he owes his fame much more to his less meritorious performance on the first of June. The revictualling of Gibraltar surpassed even Suffren's feat of the capture of Trincomalee in the same year.

Suffren's difficulties, however, were as great as his own; and if he had an advantage at Trincomalee, that only shifts the dispute a step back, for he owed its possession to superior generalship and activity.

The Brillant, whose mainmast had been shot away in conflict with either the Sultan or the Burford, both much heavier ships, had at this later phase of the fight fallen under the guns of the Worcester and the Eagle. Her captain, de Saint-Félix, was one of the most resolute of Suffren's officers.

It is probable that Suffren's leading was due not to any particular theory, but to the fact that his ship was the best sailer in the fleet, and that the lateness of the hour and lightness of the wind made it necessary to bring the enemy to action speedily. But here appears a fault on the part of Suffren.

Instead of amusing herself by saying spiteful things to her uncle, she lavished on him the most affectionate attentions; she brought him his stick with a persevering devotion that made the cynical smile, she gave him her arm, rode in his carriage, and accompanied him in all his drives; she even persuaded him that she liked the smell of tobacco, and read him his favorite paper La Quotidienne in the midst of clouds of smoke, which the malicious old sailor intentionally blew over her; she learned piquet to be a match for the old count; and this fantastic damsel even listened without impatience to his periodical narratives of the battles of the Belle-Poule, the manoeuvres of the Ville de Paris, M. de Suffren's first expedition, or the battle of Aboukir.

Her commander, Captain Mullon, was deservedly considered one of the most able officers of the French marine. As Suffren's captain, he had taken a prominent part in the actions with Sir Edward Hughes in the East Indies; and the code of signals then used along the French coast was his own invention.

Unfortunately, Suffren's situation did not allow him to assume the offensive at once. He was short of men, provisions, and especially of spare spars and rigging. In an official letter after the action he wrote: "I have no spare stores to repair rigging; the squadron lacks at least twelve spare topmasts."

This lack of order, according to English accounts, threw out of action two of their fifty-gun ships, a circumstance which, while discreditable to Johnstone, confirmed Suffren's judgment in precipitating his attack.

The strangers were Suffren's division. From this position he at once opened fire from both broadsides. The captain of the Annibal had thought the order for battle merely precautionary, and had not cleared for action. He was therefore taken unawares, and his ship did no service proportionate to her force.
