The effectiveness of the Belgian fight for delay is ascribed largely to the intelligent and effective use its strategists made of the few aircraft they possessed. Wellington was wont to say that the thing he yearned for most in battle was to "see the other side of that hill."

The process by which the continental strategists arrived at it involved some hard philosophical reasoning. Practical and experienced veterans as they were, their method is not one that works easily with our own habit of thought. It will be well, therefore, to endeavour first to present their conclusions in a concrete form, which will make the pith of the matter intelligible at once.

Looking at the whole field for a moment dispassionately, objectively, as the dear Teutonic philosophers say, and merely as an exhibition of phenomena, I cannot imagine any other issue. Everything else may happen. This alone must happen. "But after all this isn't a war. It is a revolution. It is n't strategists that are wanted so much as believers.

Lincoln and Stanton, mistrustful at last of their ability as strategists, had called to their councils General Halleck, who had shown some evidence of capacity while in command of the Western armies. The new Commander-in-Chief had a difficult problem to work out.

It might be said that they could in any case have, like myself, escaped along the foot of the mountains via Leydsdorp to Tabina and Pietersburg, but had the way out been blocked to them near Mac Mac, our Government and generalissimo would have been compelled to trek for at least three weeks in the low veldt before they could have reached Pietersburg, during which time all the other commandos would have been out of touch with the chief Boer military strategists and commanders, and would not have known what had become of their military leaders or of their Government.

He plays the greatest and oldest game the world has ever known, with the most elaborate instruments, and for the largest stakes. In most wars, the antagonists have been so nearly equal in point of personnel and material that the result has seemed to be decided by the relative degrees of skill of the strategists on both sides.

In its eyes Patterson at Bunker Hill was exclusively the blot upon the escutcheon, and the whole game of war consisted in somehow doing away with that blot. There was great chafing at the inaction. It was hot, argumentative July weather; the encampment to the north of Winchester in the Valley of Virginia hummed with the comments of the strategists in the ranks.

Monk, who as a soldier had proved himself one of the finest strategists of the time, is held to have blundered from sheer ignorance of elementary principles. It is assumed that he should have kept his fleet massed; but his critics fail to observe that at least in the opinion of the time this would not have met the case.

The Democrats went even further and demanded the return of "nearly one hundred million acres of valuable land" then held by "corporations and syndicates, alien and domestic." The directors of the Populist campaign proved to be no mean political strategists. General Weaver himself toured the country, accompanied by General Field when he was in the South and by Mrs.

I hope in this book to iron out many creases in the heads of strategists and statesmen, and at least to show the object of action, and the real point to be considered in War.
