The advocates of the forest resort to a feeble method of defense when they demand the preservation of the present moderate forest area solely on economic grounds. The social-political reasons certainly weigh quite as heavy. Hew down the forest and you will at the same time destroy the historic bourgeois society.

It is essential not to attribute this social-political dread of government ownership of slaves merely to the clutch of a wealthy class on its property. Too many observers, strangely enough, see the latter motive to the exclusion of the former. Davis himself was not, it would seem, free from this confusion.

The question still is, How to win back the working class to the ideals of State and country? Willing workers must be still further protected against social democratic tyranny. Germany, nevertheless, is in social-political respects at the head of all progress in culture. German science has held its place in the world.

In the latter we find more sleek prosperity side by side with greater degeneracy of morals, than in the former. The inhabitant of the woodland villages is often very poor, but the discontented proletarian dwells far more frequently in the villages of the plain. The latter is more important in an economic sense, the former in a social-political one.

The forest, however, has not only an economic, but also a social-political value. He who from liberal political principles denies the distinction between city and country should also, after the English model, seek to do away with the distinction between the field and the forest.

This is true of the best-known German reformist, Bernstein; it is true of Jaurès; and it is also true of Berger in this country. Bernstein argues in his book, "Evolutionary Socialism," that constitutional legislation is best adapted to positive social-political work, "to the creation of permanent economic arrangements."

There she counted for very little; here for all. The treatment accorded her corresponded to this double measurement; as a social-political unit not much, while as wife and mother she received highest respect and deepest affection. Why among so military a nation as the Romans, were their matrons so highly venerated? Was it not because they were matrona, mothers?

Just as cells combine to form the physiological unit, so do human beings combine to form the social-political unit the State.
