Something else would happen; but he saw instantly what the grain and commission business was every detail of it. He saw where, for want of greater activity in offering the goods consigned quicker communication with shippers and buyers, a better working agreement with surrounding commission men this house, or, rather, its customers, for it had nothing, endured severe losses.

It is a world-clash of systems of government, a struggle to the extermination of English civilization or of Prussian military autocracy. Precedents have gone to the scrap heap. We have a new measure for military and diplomatic action. Let us suppose that we press for a few rights to which the shippers have a theoretical claim.

While I am of the opinion that at present it would be undesirable, if it were not impracticable, finally to clothe the Commission with general authority to fix railroad rates, I do believe that, as a fair security to shippers, the Commission should be vested with the power, where a given rate has been challenged and after full hearing found to be unreasonable, to decide, subject to judicial review, what shall be a reasonable rate to take its place; the ruling of the Commission to take effect immediately, and to obtain unless and until it is reversed by the court of review.

The circle would have been broken, if, for instance, the granting of illegal rebates had been effectively prohibited; but as a matter of fact they could not be effectively prohibited by the public authorities, to whom either the railroads or the large shippers were technically responsible.

The chief concern of the mercantilist was the framing of such governmental regulations of trade as would deter colonial commerce or industry from taking a turn which conceivably might lessen the prosperity of the British manufacturers or shippers, on whom Parliament depended for taxes. Of the colonial industries which were discouraged for this reason, two or three are particularly noteworthy.

But during all those years the Government was busy in letting the shippers dig into the public funds and in being extremely generous to them when they failed to pay up. From 1789 to 1823 the Government lost more than $250,000,000 in duties, all of which sum represented what the shippers owed and did not, or could not, pay. And no criminal proceedings were brought against any of these defaulters.

For that reason the governor divides the cargo-room among all the shippers, according to their wealth and merits, after they have been examined by intelligent men, appointed for that purpose. Consequently every man knows from his share how much he can export, and only that amount is received in the vessel; and careful and exact account is taken of it.

'There is word come from the shippers that we must take a cargo, for that they cannot keep the stuff by them longer at St. Malo.

It was some comfort to me afterward when the captain sent for me and told me that he knew me, that my Uncle Elijah was his old-time friend, and one of the most extensive shippers on the steamboat line. "It is shameful the way these people are treating you," he said, "but let it pass, and when we get to Independence everything will be all right." But everything was not all right.
