The town and the city were full well set in a fair country and a plain that men clepe the country of Samar, of the which the walls of the city were two hundred cubits in height, and fifty cubits of deepness; and the river of Euphrates ran throughout the city and about the tower also.

The best is now grown in Cebu, although, from Samar, Misamis, and Batangas, the Manilla market is also supplied, but it is only saleable at about twenty-three dollars per pecul, while the Cebu grown fetches about twenty-seven dollars per pecul. Very little is exported, and the chocolate made in Manilla is nearly all consumed there.

A few remained obdurate for a time, but as a rule not for long, and soon there remained in the field only a very limited number of real military leaders, like General Malvar in Batangas and General Lukban in Samar, and a very considerable number of bandit chiefs, some of whom had posed as Insurgents.

Batangas was only disturbed by reason of the fugitive ladrones from Cavite, Samar was thrown into disturbance by the uneducated and partly savage peoples living in the mountains, who, having been given by the municipal code more power than they were able to exercise discreetly, elected municipal officers who abused their trusts, compelled the people raising hemp to sell it at a much less price than it was worth, and by their abuses drove their people into resistance to constituted authority.

The fort is a triangular edifice of stone, painted red, with an open square in front. The island of Leyte is bounded on the north by the canal separating it from Samar, on the east by the Pacific Ocean, on the west by the sea separating it from Bohol and Cebu, and on the south by the one separating it from Mindanao.

Through the awkward arrangements of a too obliging friend, my own stores, having been sent to a wrong address, did not reach me until some months afterwards; and the palm-wine, which was to be bought in Samar, was too weak. One or two boats went out daily to fish for me; but I obtained only a few specimens, which belonged to almost as many species and genera.

In Lauang, when a Spaniard, on a solemn festival, had caused it to be proclaimed that he would distribute rice to the poor, not a single applicant came forward. The honesty of the inhabitants of Samar is much commended. Obligations are said to be contracted almost always without written documents, and never forsworn, even if they make default in payment.

The price, however, varies. Sometimes, after the harvest, it is three reals per cavan; before it, ten; and in Albay, even about thirty reals. A woman consumes half as much buyo and tobacco as a man. Buyo and tobacco are less used in Leyte than in Samar. Underskirts are not worn; and the clothing of the children may be estimated at about half of the above rates.

About the time that trouble ended in Samar it began in Leyte. There was no real connection between the disorders in the two islands. No leader on either island is known to have communicated with any leader on the other; no fanatical follower ever left Samar for Leyte or Leyte for Samar so far as we are informed.

What are his duties and privileges in war in an enemy's country that is under martial law? Take, for instance, General Smith's position when he was sent to Samar, with instructions to wipe out the insurrection there.
