The French minister has refused to give me his vise for my passport to Paris, and today I called on M. Salignac-Fenelon at Berne and had a long talk with him about it. Here again you must help me.
Enclosed is the passport. Salignac-Fenelon, the French minister at Berne, has sent me no news up to date, and it will therefore be well if you can settle the matter with the minister at Carlsruhe. Even if Paris had to be given up for the present, which must entirely depend on you, it will be of importance to me to have the French vise, so as not to be shut out from Paris and France for the future.
Missionaries from France came to the aid of the priests of the Quebec seminary, and Sulpicians, such as MM. de Queylus, d'Urfé, Dallet and Brehan de Gallinée, arrived at Montreal; MM. François de Salignac-Fénelon and Claude Trouvé had already landed the year before.
