At the time nobody quite understood the motive of the sudden change of disposition evinced by the Allies toward the Magyar Bolshevists. For it was assumed that they still regarded the Bolshevist leaders as outlaws. One explanation was that they objected to allow the Rumanian army alone to occupy the Hungarian capital.
On January 22, 1917, an Overseas News Agency dispatch stated that the number of Rumanian prisoners taken during the entire campaign to date now numbered 200,000. Describing the situation of the Rumanian army at that time, the dispatch continued: "The rest of the Rumanian army, part of which fought well, is reorganizing in Moldavia and Bessarabia.
From the Pinth in the south at the Rumanian border to the outrunners of the Pripet Marshes near Kolki and the bend of the Styr in the north the battle raged. At many points along this line the Russians achieved important successes, with unusual swiftness they were pushing whatever advantage they were able to gain. But not only swiftness did they employ.

From Giurgiu there is direct rail connection with Bucharest: this line Mackensen could use for transport service, thus increasing the danger to the Rumanian main army that it might have its retreat cut off.
The Rumanian army had invaded northern Bulgaria, bent on maintaining the Balkan equilibrium and on securing compensation for having observed neutrality during the war of 1912-13, and famine reigned at Sofia. A conference was arranged at Bucarest, and the treaty of that name was signed there on August 10, 1913.
A prince of Latin origin would probably have been more warmly welcomed to the hearts of the Rumanian people; but after so many years of political disorder, corrupt administration, and arbitrary rule, a prince possessed of the German spirit of discipline and order was best fitted to command respect and impose obedience and sobriety of principle upon the Rumanian politicians.
Berlin and Vienna both admitted that the Rumanians had recaptured Rosca, a frontier height east of the Predeal Pass. On November 6, 1916, came the news from Bucharest that the Rumanian and Russian forces in northern Dobrudja had again assumed the offensive and that Mackensen's line was giving way; and that in retiring his troops had burned the villages of Daeni, Gariot, Rosman, and Gaidar.
A small class of politicians, with the complicity of a large army of covetous and unscrupulous officials, live in oriental indolence out of the sufferings of four-fifths of the Rumanian nation. Though elementary education is compulsory, more than 60 per cent. of the population are still illiterate, mainly on account of the inadequacy of the educational budget. Justice is a myth for the peasant.
