The first groups of the "International" in the Romance-speaking portions of Switzerland had increased so quickly that at a congress in Geneva in 1869 they united themselves into a league of their own, the "Romance Federation," in harmony with the "International," to which members of the "Alliance" and Marxists belonged in almost equal numbers.

In those parts of the monarchy which come within the more strictly Eastern lands the Roman and the Rouman, we may so distinguish the Romance-speaking inhabitants of Dalmatia and the Romance-speaking inhabitants of Transsilvania. The Slav of the north and of the south, the Magyar conqueror, the Saxon immigrant, all abide as distinct races.

Instead of killing or driving off the natives as the English did, the Spaniards simply sat down in the midst of a much more numerous aboriginal population. The process by which Central and South America became Spanish bore very close resemblance to the process by which the lands of southeastern Europe were turned into Romance-speaking countries.

This happened to both Teuton and Scandinavian; to the descendants of Alaric, as well as to the children of Rurik. The Dane in Ireland became a Celt; the Goth of the Iberian peninsula became a Spaniard; Frank and Norwegian alike were merged into the mass of Romance-speaking Gauls, who themselves finally grew to be called by the names of their masters.

This first international Anarchist organisation never became of practical importance; only the "Jurassic Union" formed for almost ten years a much feared centre of Anarchism in Romance-speaking Switzerland and Southern France. Indeed it became the cradle of the "Anarchism of action" generally.

To complete the anarchy, the non-Romaic peoples in the interior of the Balkan peninsula had taken the fall of Constantinople as a signal to throw off the Imperial yoke. In the hinterland of the capital the Bulgars had reconstituted their kingdom. The Romance-speaking Vlachs of Pindus moved down into the Thessalian plains.

Anyhow this Norman fortress bears the name of the Saint of Compostela in a form chiefly familiar in Britain and Aragon, though it is not without a cognate in the Italian Giacomo. The English forms of apostolic names are sometimes borne even now by Romance-speaking owners, as M. James Fazy and M. John Lemoinne bear witness. But here the name is far too old for any imitative process of this kind.
