The following are the surpluses of revenue over expenditure since the end of the Civil War: Year ending June 30. Surplus. No one who knows anything of the working of Parliamentary government, will for a moment imagine that any Parliament would have allowed any executive to keep a surplus of this magnitude.

Most certainly, few people would like to assert that such connections are formed because it is the interest of these planters to increase the number of their human property, and that they add to their revenue by the closest intimacy with creatures that they loathe, in order to reckon among their wealth the children of their body.

An act was also passed, declaring the covenant unlawful, and its obligation void and null. In England, the civil distinctions seemed to be abolished by the lenity and equality of Charles's administration.

Under our present revenue system there is every probability that there will continue to be a surplus beyond the wants of the Government, and it has become our duty to decide whether such a result be consistent with the true objects of our Government.
