A kinsman of Pitt's, Lord Mahon, made an equally futile attempt to diminish the expenses of elections, partly by inflicting very heavy penalties on parties guilty of either giving or receiving bribes, and partly by prohibiting candidates from providing conveyances for electors; and more than one bill for disfranchising revenue-officers, as being specially liable to pressure from the government, and to prevent contractors from sitting in Parliament, was brought forward, but was lost, the smallness of the divisions in their favor being not the least remarkable circumstance in the early history of Reform.

The use of tobacco appears to me to be now very rare in the missions; and in New Spain, to the great regret of the revenue-officers, the natives, who are almost all descended from the lowest class of the Aztec people, do not smoke at all. Father Gili affirms that the practice of chewing tobacco is unknown to the Indians of the Lower Orinoco.

The number of their pursuers of course they could not divine, but at least one of the revenue-officers had trailed the wagon between the precipice and the great wall of the ascent on the right, which had gradually dwindled to a diminished height. Deep gullies were here and there washed out by recent rains, and one of these indentations might have afforded an active man access to the summit.

When there was a government, there used sometimes to be fighting between the revenue-officers and the smugglers; but now, if there is a meeting, a few dollars will settle the disputed question to the satisfaction of both parties, so that the contraband trade, though profitable, is by no means so exciting as it used to be.

'Why! was not I PRISINT in the court-house myself, when the JIDGE on the bench judging a still, and across the court came in one with a sly jug of POTSHEEN for the JIDGE himself, who prefarred it, when the right thing, to claret; and when I SEEN that, by the laws! a man might talk himself dumb to me after again' potsheen, or in favour of the revenue, or revenue-officers.

The port was in full animation: there had been a conflict during the night between the revenue-officers and a schooner, whose undecided movements betrayed a fraudulent speculation.
