The smallest, Rhode Island, had features all its own; but the rest were substantially one in nature and origin. The principal among them, Massachusetts, may serve as the type of all. It was a mosaic of little village republics, firmly cemented together, and formed into a single body politic through representatives sent to the "General Court" at Boston.

Every one who has observed Bonaparte's incessant endeavours to intrude himself among the Sovereigns of Europe, was convinced that he would cajole, or force, as many of them as he could into his revolutionary knighthood; but I heard men, who are not ignorant of the selfishness and corruption of our times, deny the possibility of any independent Prince suffering his name to be registered among criminals of every description, from the thief who picked the pockets of his fellow citizens in the street, down to the regicide who sat in judgment and condemned his King; from the plunderers who have laid waste provinces, republics, and kingdoms, down to the assassins who shot, drowned, or guillotined their countrymen en masse.

The division of the United States into so many wellnigh independent republics, each with official rewards in its gift great enough to excite and to satisfy a considerable ambition, makes fame a palpably provincial thing in America.

At the present day no part of the vast continent is ruled by either Spain or Portugal, but ten independent republics have their different flags and governments. Since its early discovery South America has been pre-eminently a country of bloodshed. Revolution has succeeded revolution and hundreds of thousands of the bravest have been slain, but, phoenix- like, the country rises from its ashes.

But, as Niebuhr remarks, "no where have characters been more cruel, no where has the voice of conscience against the views of faction been so defied, as in the aristocratic republics, and not those of antiquity only. Men, otherwise of spotless conduct, have frequently shed the purest and noblest blood, influenced by fanaticism, and often without any resentment, in the service of party."

"I hold republics generally as impossibilities, but I believe in a republic of letters, and I have a right republican heart, striving after liberty, equality, and brotherly love. Remember this, friend, and let us forget at Sans-Souci that your comrade is sometimes the first servant of a kingdom.

If we of the great republics, if we, the free people who claim to have emancipated ourselves from the thraldom of wrong and error, bring down on our heads the curse that comes upon the wilfully barren, then it will be an idle waste of breath to prattle of our achievements, to boast of all that we have done.

A "Constitutional Act of Central American Fraternity," moreover, was adopted on behalf of peace, harmony, and progress. Toward a realization of the several objects of the conference, the Presidents of the five republics were to invite their colleagues of the United States and Mexico, whenever needful, to appoint representatives, to "lend their good offices in a purely friendly way."

In 1899, at the suggestion of Czar Nicholas II of Russia, twenty-six leading powers conferred at The Hague, in order to discover means of limiting armaments and ensuring lasting peace. A second conference was held in 1907 at the suggestion, in part, of President Roosevelt. At this gathering forty-four states were represented, including most of the Latin-American republics.

The present and the late king of Prussia are the only great princes of Europe, who, since the death of Henry IV. of France, in 1610, are supposed to have amassed any considerable treasure. The parsimony which leads to accumulation has become almost as rare in republican as in monarchical governments. The Italian republics, the United Provinces of the Netherlands, are all in debt.
