Notwithstanding the edicts and the inquisition with their daily hecatombs, notwithstanding the special publication at this time throughout the country by the Duchess Regent that all the sanguinary statutes concerning religion were in as great vigor as ever, notwithstanding that Margaret offered a reward of seven hundred crowns to the man who would bring her a preacher dead or alive, the popular thirst for the exercises of the reformed religion could no longer be slaked at the obscure and hidden fountains where their priests had so long privately ministered.

It follows, therefore, that society is not likely to get security for itself, and the criminal class is not likely to be reduced essentially or reformed, without such a radical measure as the indeterminate sentence, which, accompanied, of course, by scientific treatment, would compel the convict to change his course of life, or to stay perpetually in confinement.

Flanders, moreover, swarmed with converts to the Reformed religion, and the Duke's strict Romanism was well known.

No Englishman's foreign pilgrimage was complete without touching at this marvellous capital of the reformed faith, which with almost no resources had successfully braved the whole might of the Catholic reaction. The only record of Milton's stay at Geneva is the album of a Neapolitan refugee, to which Milton contributed his autograph, under date 10th June, 1639, with the following quotation:

There were fifty ships coming from each planet; two hundred mighty ships in all made up this Armada of Space, two hundred gargantuan interstellar cruisers. One by one the giant ships passed through the airlock and out into space. Here they quickly reformed as they moved off together, each ship falling into its place in the mighty cone formation, with the flagship of Taj Lamor at the head.

"No act of the British people in behalf of the soldiers has struck me as so noble and touching as that of the reformed criminals at an institution in London. They wished to contribute something to the Patriotic Fund. The only way they could do it was by fasting. Precious money is this."

Last of all, Admit that there be just fears of abusing the power and government ecclesiastical,—let the persons to be intrusted with it be examined, and the power itself bounded according to the strictest rules of Christ. Let abuses be prevented, reformed, corrected. The abuse cannot take away the use where the thing itself is necessary.

Zounds, man! you have many an ill deed to atone for, I'll warrant. Why not add one good one to your account, by risking your life for the reformed faith? 'Not I, the highwayman answered, reining up his horse. 'My own skin is nothing, but why should I risk my mare in such a fool's quarrel? Should she come to harm in the ruffle, where could I get such another?

Assist the Emperor in forming his decision wisely and in understanding the condition of the empire; let the foolish argument which has hitherto styled foreigners dogs and goats and barbarians be abandoned; let the court ceremonies, hitherto imitated from the Chinese, be reformed, and the foreign representatives be bidden to court in the manner prescribed by the rules current amongst all nations; and let this be publicly notified throughout the country, so that the countless people may be taught what is the light in which they are to regard this subject.

He pledged himself, if they would confer the crown upon him, that he would withdraw the Spaniards from the Netherlands; that he would tolerate in those provinces the exercise of the Reformed religion; that he would recognize their union with the rest of the German Empire, and their consequent claim to the benefits of the Passau treaty; that he would restore the Prince of Orange "and all his accomplices" to their former possessions, dignities, and condition; and that he would cause to be observed, throughout every realm incorporated with the Empire, all the edicts and ordinances which had been constructed to secure religious freedom in Germany.
