Robert Toombs of Georgia, Secretary of State; C. G. Memminger of South Carolina, Secretary of the Treasury; L. P. Walker of Alabama, Secretary of War; J. H. Reagan of Texas, Postmaster-General; J. P. Benjamin of Louisiana, Attorney-General; S. B. Mallory of Florida, Secretary of the Navy. One of the first acts of the new Confederate Government was to send three commissioners to Washington.

Postmaster-General Reagan was one of those who recognized the merits of General Toombs. Twice did he approach President Davis with the request that General Toombs be promoted to the command of a division. That official replied promptly that he did not oppose it himself, but that he could not do it without the recommendation of the army officers, and that recommendation had not been given.

He was early selected a member of the Davis Cabinet, and continued to discharge the duties of Postmaster-General until the fall of the Confederacy. He was a citizen of Texas while it was yet a Republic, and took an active part in securing its admission to the Federal Union. Judge Reagan was a gentleman of recognized ability, and of exceedingly courteous and dignified bearing.
