We are startled from time to time at the rapid growth of crime in our cities; but it is the natural result of preexisting physical evils.

If you think for one moment that there is not a single religion in the world which does not come to us through the medium of a preexisting language; and if you remember that this language embodies absolutely nothing but human conceptions and human passions, you will see at once that every religion presupposes its own elements as already existing in those to whom it is addressed.

I shall state the preëxisting wage, consider whether it is prima facie unreasonable applied to preëxisting conditions, and then if I find it not prima facie unreasonable, I shall consider whether any variations of the wage should be made in view of conditions now existing." It is in this light that the Commonwealth Court of Australia looks upon its secondary wage.

But the theory of Physiological Development proceeds on a totally different supposition, a supposition for the truth of which we have not only no historical evidence, but not even the slightest analogical presumption, since we have no instance of development anywhere except from a germ or seed, produced by an organism preëxisting in a state of maturity.

His fear, his cunning, his anger, his treachery, his hoggishness all his animal passions he brought with him from his animal ancestors; but his moral and spiritual nature, his altruism, his veneration, his religious emotions, his aesthetic perceptions have come to him as a man, supplementing his lower nature, as it were, with another order of senses a finer sight, a finer touch, wrought in him by the discipline of life, and the wonder of the world about him, beginning de novo in him only as the wing began de novo in the bird, or the color began de novo in the flower struck out from preexisting potentialities.

With this altered image of the woman before him, his preexisting ideal becomes blended. The object of his love is in part the offspring of her legal parents, but more of her lover's brain. The difference between the real and the ideal objects of love must not exceed a fixed maximum. The heart's vision cannot unite them stereoscopically into a single image, if the divergence passes certain limits.

Wallace in the formula, that "every species has come into existence coincident both in time and space with preëxisting closely allied species." Not, however, that this is proved even of existing species as a matter of general fact. It is obviously impossible to prove anything of the kind. But we must concede that the known facts strongly suggest such an inference.

Again, when we renew our covenant, we do not mean that the obligation has ceased, or that we can increase its obligation, for this is infinite and permanent; we intend by our personal act to deepen and render more durable our sense of preexisting obligation. This is, indeed, the immediate object of all renovations, by Moses, Joshua, kings of Judah and Nehemiah.

It leads, if to anything, to a mere emotional reinforcement of our preexisting moral conceptions, to that canonization of good will as the one and only good, which is Kant's own position, but which we have found inadequate and misleading. When we come to new situations it has no clue to offer. How do we actually decide in such cases?

Hence the presence of some outward object, predetermined to correspond to the preëxisting idea in its living power, is essential to the evolution of its proper end, the pleasurable emotion. We beg it may be noted that we do not say sensation. And hence we hold ourself justified in speaking of such presence as simply the occasion, or condition, and not, per se, the cause.
