If ever the question as to whether the will of Ulster or that of the Nationalists is to prevail is brought to the arbitrament of physical force, it will be due to the inequalities of parliamentary representation as between England and Ireland, and as between the Unionist and Nationalist population of Ulster.

Consequently the effort is made to-day in British Nigeria, in the French Congo and Sudan, in Uganda and Rhodesia to leave so far as possible the outward structure of native life intact; the king or chief reigns, the popular assemblies meet and act, the native courts adjudicate, and native social and family life and religion prevail.

And since good and evil are opposites, there is an intermediate, and in it an equilibrium, in which evil acts against good; but as it does not prevail, it stops in a conatus. Every man is educated in this equilibrium, which, because it is between good and evil, or, what is the same, between heaven and hell, is a spiritual equilibrium, which, with those who are in it, produces a state of freedom.

The talk along the way had been of who should bury us, or who should bury the last man, supposing we all died one by one! Had we not been famished until the very wind was a wall too heavy to prevail against? And were we not now what the drill-book calls a composite force, with full bellies, carts, horses and equipment? Who thought about graves any longer?

Such, sir, is our natural superiority over the Spaniards, a species of superiority that must inevitably prevail, if it be not defeated by our own folly; and surely a more effectual method of defeating it, the Spaniards themselves could not have discovered, than that of insuring, their ships among our merchants.

But, meantime, evil counsels prevail and one hears everywhere of the antagonistic interests of men and women. There can be no real rivalry between a man's soul and his body, between science and religion, between man and woman. The trouble all rests back in the failure to realize the incompleteness of man or woman alone for any of the purposes of life.

Local political liberty was to seek in them; the spirit of independence and resistance did not prevail in them; but we see growing up in them another spirit which has played a grand part in French history, a spirit of little or no ambition, of little or no enterprise, timid even and scarcely dreaming of actual resistance, but honorable, inclined to order, persevering, attached to its traditional franchises, and quite able to make them respected, sooner or later.

The machine is cleverly constructed to make the will of certain party managers of mere sections of the constituencies the dominant factor. No wonder that they denounce Proportional Representation as a dangerous fad. Undoubtedly the will of the people must prevail, but the exercise of that will should depend on and be the result of their own deliberate judgment.

But without some fortunate reflexion, which one owes sometimes to a special divine mercy, or without some skill acquired beforehand, like that of Augustus, calculated to make us reflect fittingly as to time and place, passion will prevail over reason.
