On the night of Saturday, April 6th, I received the following, dispatch: Washington, April 6,1861. Major W. T. Sherman: Will you accept the chief clerkship of the War Department? The arrangement made by the Postmaster-General and the Secretary of the Treasury for the collection of duty upon books received in the mail from foreign countries has proved so satisfactory in its practical operation that the recommendation is now made that Congress shall extend the provisions of the act of March 3, 1879, under which this arrangement was made, so as to apply to all other dutiable articles received in the mails from foreign countries.

The Postmaster-General has offered the California mails to the several companies and shipowners engaged in the trade with the Pacific via the Isthmus, but they have all declined carrying them for the postages.
