Red Fox was a popular brave, and there were many Indians who believed the blow he had struck Isaac was not intentional. Isaac worried needlessly, however, for Red Fox never came back, and nothing could be learned as to his whereabouts. It was during his convalescence that Isaac learned really to love the Indian maiden.

Both parties had, however, learned that there was no rest for any ruling party except a popular basis, and the Conservative party had the good sense to strengthen itself in 1867 by carrying through Mr. Disraeli's bill, which gave the franchise in boroughs to all householders paying rates, and in counties to all occupiers of property rated at fifteen pounds a year.

The name of Parliament sufficed for a time to carry conviction to the people at large that this was the only means of preserving the Republican institutions which seemed to embody all that they had fought for. But the real popular support to this fantastic substitute for Government was very small.

"I must say I don't admire that new step which is becoming so popular amongst the young birds," said one elderly hen; and all her companions rustled their feathers, closed their beaks tightly, and nodded their heads in various ways. They appeared limited to the choice either to abandon Megara or to raise the siege of Aegina: so reasoned the Peloponnesians. But the advantage of a constitution widely popular is, that the whole community become soldiers in time of need.

And, my Lords, I cannot help asking in conclusion, if which God forbid it should unhappily be proved that, in those whom fortune, or birth, or royal or popular favour has placed in the van, these qualities are wanting, who shall dare to blame the press and the people of England, if they seek for them elsewhere?

The Catholic League has now a new Member on those terms. Men said, it was to please the Dutch, to please the Julichers, most of whom are Calvinist. Apologetic Pauli is elaborate, but inconclusive. It was very ill taken at Berlin, where even popular riot arose on the matter.
