The National Government has control of the District of Columbia, however, and it should see to it that the City of Washington is made a model city in all respects, both as regards parks, public playgrounds, proper regulation of the system of housing, so as to do away with the evils of alley tenements, a proper system of education, a proper system of dealing with truancy and juvenile offenders, a proper handling of the charitable work of the District.

Let us see that playgrounds are scattered over our city and provision made for both winter and summer sports. In addition to the Riverside Park skating rink, I wish the City Council or the Board of Education would establish one on the grounds of the Winship school, another at the Central building, and still a third on the Belmont grounds. The outline called First, for a statement of the extent to which storytelling is being carried on in playgrounds, public libraries, settlements, and such other institutions, exclusive of schools, as might come to the notice of the members of the committee.
