The Bahá’í spiritual assemblies now incorporated number one hundred and fourteen, of which nine are national and the rest local assemblies, fifty-six of which are in the United States of America, sixteen in India, eleven in South America, six in Central America, three each in Pákistán, in Burma and in Canada, two in Australia and one each in Germany, in Balúchistán, in New Zealand, in the Philippine Islands and in Malaya.
Upon the colonial proclamation of neutrality being issued and the customary twenty-four hours' notice being given, it repaired to Mirs Bay, near Hongkong, whence it proceeded to the Philippine Islands under telegraphed orders to capture or destroy the formidable Spanish fleet then assembled at Manila.
The Philippine Bill grants to the inhabitants of the islands other important individual rights which they did not formerly possess. The Spanish constitution was not in force here, and although the Penal Code contained provisions for punishing, in a way, officials who violated certain rights granted by the Spanish constitution, citizens had no expeditious method of securing their punishment.
I have therefore had a hand in the enactment of all legislation put in force in the Philippine Islands since the American occupation, with the exception of certain laws passed during my few and brief absences.
But this war was with the natives of the Philippine Islands. To explain this trouble, I must go back in my story. In another chapter I told you of the rebellion of the Filipinos against Spain. In the executive branch secretaries of departments receive $15,500 per annum each, including $5000 received by them as members of the Philippine Commission. The executive secretary receives $9000 per annum. The salaries of other bureau chiefs range from $2500 per annum to $7500.
The Filipinos must know, too, that they could never themselves have captured Manila. It is not inapt to say that the real center of the rebellion against Spain is, as it has been for years, at Hongkong. I reserved what seemed the most interesting question of the interview with the Philippine leader to the last.
There are in the Philippine Islands two places where relief from these conditions can be found: Camp John Hay, near Baguio, in the mountain province of Benguet, Island of Luzón; and Camp Keithley, in the Lake Lanao District of the Island of Mindanao.
Sooner or later, this German writer believed, the Philippine Islands could no more escape this American influence than had the countries on the mainland, and expressed the hope that one day the Philippines would succumb to the same influence; he felt, however, that it was desirable first for the Islanders to become better able to meet the strong competition of the vigorous young people of the New World, for under Spain the Philippines had dreamed away its past.
I have, on various occasions, mentioned this probable pre-Malayan, or at least proto-Malayan, population which stands in nearest relation to the settling of Polynesia. At any rate, it is quite probable that the skulls from Lanang, Cragaray, and other Philippine Islands are the remains of a very old, if not autochthonous, prehistoric layer of population.
