In 1797 a conspiracy was started in Caracas, but it too failed. Some of its leaders received death sentences, others were expelled from the country and others were imprisoned. In Mexico, in Peru and in the southernmost part of the continent, men were working in favor of the idea of freedom.

La Pérouse found them decorated with metal rings; they now adorn themselves with much taste in Parisian fashions, which reach them by the way of Peru: their manners, though they do not approach so nearly to the forms of European society as do those of the upper ranks in Rio Janeiro, are nevertheless not deficient in refinement.

As the civil dissensions in Peru were now at an end, and that country abounded in military adventurers eager for employment, he was soon able to levy a respectable force of horse and foot for this expedition.

Pizarro had already experienced more than once the difficulty of maintaining his ground against the rude tribes of the north, so much inferior in strength and numbers to the warlike legions of Peru. But the hazard of the game, as I have already more than once had occasion to remark, constituted its great charm with the Spaniard.

We found the head quarters of the Inca established in an ancient castle, built of large hewn stones on the side of a mountain, and which, from its size and mode of construction, is still one of the wonders of Peru. Here he held his court, and was treated with all the honours due to a sovereign prince.

At first it appears rather surprising, that the trade-wind along the northern parts of Chile and on the coast of Peru, should blow in so very southerly a direction as it does; but when we reflect that the Cordillera, running in a north and south line, intercepts, like a great wall, the entire depth of the lower atmospheric current, we can easily see that the trade-wind must be drawn northward, following the line of mountains, towards the equatorial regions, and thus lose part of that easterly movement which it otherwise would have gained from the earth's rotation.

I might mention many instances of successful sanctuaries, permanent or temporary, absolute or modified the Algonquin, Rocky Mountains, Yoho, Glacier, Jasper and Laurentides in Canada; the Yellowstone, Yosemite, Grand Cañon, Olympus and Superior in the United States; with the sea-lions of California, the wonderful revival of ibex in Spain and deer in Maine and New Brunswick, the great preserves in Uganda, India and Ceylon, the selective work of Baron von Berlepsch in Germany, the curious result of taboo protection up the Nelson river, and the effects on seafowl in cases as far apart in time and space as the guano islands under the Incas of Peru, Gardiner island in the United States or the Bass rock off the coast of Scotland.

From Cuzco, Bolivar went to La Paz, and there he was received in like manner. The assembly of Alto Peru sent representatives to meet him. From there he went to Potosi, where he remained several weeks, accepting the homage and gratitude of the people.

He therefore judged that duty to his king and his countrymen demanded of him that he should remain in Peru, until he could leave the army in a safe condition. Pizarro did not venture to resent the reproaches and defiance of De Soto, but immediately prepared to avail himself of his military abilities, in a march of several hundred miles south to Cuzco, the capital of the empire.

From 1536 to 1553 the authorities kept asking for negroes; sometimes offering to pay duty, at others soliciting their free introduction; now complaining that the colonists escaped with their slaves to Mexico and Peru, then lamenting that the German merchants, who had the monopoly of the traffic, took them to all the other Antilles, but would bring none to this island.
