On the 13th of March the ice was sufficiently broken to open the navigation of the Pei-Ho, and the party started upon the steamer Sze-Chuen for Tien-Tsin and Pekin. They were joined by an English commissioner of the Chinese custom-house, whose position as a high functionary of the Celestial government, together with his knowledge of Chinese, proved of great service.

Even before we had finished reading this unexpected message, the booming of cannon along the Pei-ho river announced the arrival of the phantai’s boats before the city. The postponement of our engagement at this late hour threatened to prove rather awkward, inasmuch as we had already purchased our steamship tickets for Shanghai, to sail on the Fei-ching at five o’clock the next morning.

The Government took no steps, the diplomatists were beleaguered in their embassies, and were only saved by friendly police from being murdered. This, however, was but a temporary respite, and it became necessary to bring marines from the foreign ships of war lying at the mouth of the Pei-ho River just out of range of the formidable Taku Forts.

Nothing of especial interest occurred on the voyage; and before noon on the second day out the two ships were off the mouth of the Pei-ho River, and a Chinese pilot was taken. As they went up the river they saw the Taku forts, where the Celestial soldiers won their only victory over the English, but were badly beaten the following year.

Steam navigation in the Pei-ho river, over the forty or fifty miles’ stretch from Tientsin to the gulf, is rendered very slow by the sharp turns in the narrow streamthe adjoining banks being frequently struck and plowed away by the bow or stern of the large ocean steamers.

They were to run a distance of twenty miles out to sea, to ascertain whether there were any of the enemy's ships in the offing, and then to return with their report to the entrance of the Pei-ho, where the battle fleet would await their arrival under the guns of the Taku forts.

The trip to Pekin was brought to a sudden temporary close by the Sze-Chuen running aground on the bar of the Pei-Ho, where she remained nearly two days, but was finally got off after the removal of a part of her cargo. The navigation of the Pei-Ho is difficult on account of the narrowness of the stream and its exceedingly sinuous course.

The task was finished at last, and that afternoon the Su-chen dipped her ensign to the San-chau, on board of which Admiral Wong-lih had his quarters, steamed down the river Pei-ho, past the Taku forts at its mouth, and out into the open sea on her way to the mouth of the Hoang-ho, some three hundred miles up which lay the village of Tchen-voun-hien, at or near which the pirates' lair was said to be situated.

The autumn rains had so flooded the low-lying country between the capital and its seaport, Tientsin, that we were obliged to abandon the idea of continuing to the coast on the wheels, which by this time were in no condition to stand unusual strain. On the other hand the house-boat journey of thirty-six hours down the Pei-ho river was a rather pleasant diversion.

It was not till the fleet appeared at the mouth of the Pei-Ho, and the capital was in danger, that Taou-Kwang deigned to seek an accommodation by means of his smooth-tongued minister Keshen, who negotiated an armistice, promising that all wrongs would be redressed by a commission appointed to meet the British representatives at Canton.
