There were other servants, but Thomas Jefferson Pemberton, sah, was a member of "de fambly." Jeff was the one Elmvillian who gave to Billy the gold of approval unmixed with the alloy of paternalism. To him "Mars William" was the greatest man in Talbot County.

But there are many things besides too much paternalism that may result in a strike. Another concern of international dimensions and one whose officers, I can vouch, are men of high character and public spirit, also found itself confronted with a strike in 1910. This was a highly organized business.

The routine machinery of paternalism thus ran with exasperating slowness. There was, however, one mitigating feature in the situation. The hand of home authority was rigid and its beckonings were precise; but as a practical matter it could be, and sometimes was, disregarded altogether.

There is another article, and far more damaging, in the indictment. Through Protection, and because of it, Paternalism has crept in; and, like a huge cancerous growth, is eating steadily into the vitals of the political system.

It is a dynamic and paternalistic conservation a conservation that thinks of great dams for the restraint of waters and reservoirs for their impounding to the extent of millions or billions of cubic feet, forestation of great stretches of mountain slope, of restrictions and compulsions of other than personal and family interests a paternalism that looks beyond the next generation or even two generations and to the feeding of other children than one's own lineal descendants a paternalism that is not exploiting but fiduciary.

The device of hiring slaves to themselves, which had an invigorating effect here and there in the towns, could find little application in the country; and the paternalism of the planters could provide no fully effective substitute.

It was frankly an absolute paternalism, governing as it saw fit, with no more responsibility to the governed than the native despots whom it had displaced. But it governed well. In efficiency, honesty, and sense of duty, the government of India is probably the best example of benevolent absolutism that the world has ever seen. It gave India profound peace.

And they really thought that it was "individualism" for tens of thousands of them to herd together and obey the orders of a steel magnate, and produce hundreds of millions of dollars of wealth for him, and then let him give them libraries; while for them to take the industry, and run it to suit themselves, and build their own libraries that would have been "Paternalism"!

In all this, as in the foundation with which Adam Smith provided it, we must not miss the element of truth that it contains. No poison is more subtly destructive of the democratic State than paternalism; and the release of the creative impulses of men must always be the coping-stone of public policy.

Captain Satterlee took an immense fancy to this youthful representative of their common country, and treated him with an engaging mixture of respect and paternalism; and Skiddy, not to be behindhand, and dazzled, besides, by his elder's marked regard and friendship, threw wide the consular door, and constantly pressed on Satterlee the hospitality of a cot on the back veranda.
