While the great blockade was in progress the air was full of talk about "prizes," "contraband," "search," and "seizure," and some of the terms proved rather puzzling to the average citizen who had never had occasion to study the rules of war. First about "contraband." It is one of the strictest rules of war that neutral nations must not interfere nor in any way give help to either party.

"And canst thou too ask, young sir?" returned the knight, with a smile of peculiar meaning. "Is thy sovereign's name unknown to thee? Is Robert Bruce a name unknown, unheard, unloved, that thou, too, breathest it not?" "My brother, my brave, my noble brother! I saw it, I knew it! Thou wert no changeling, no slavish neutral; but even as I felt, thou art, thou wilt be!

Remembering where I was, I expressed myself in terms that were gentle though austere regarding the King, and reproved the supineness and stupidity of the Crown Prince. Lamenting the departed puissance of the sons of Tongatabu, I warmed to my subject, telling this savage who looked at me with so neutral a countenance how much I deplored the decadence of his race.

If France were crushed within six weeks, it was safe to reckon that there would be time to turn east and deal with Russia, still unprepared and so far held up if not defeated by Austria. If Italy merely remained neutral up to the moment of the decisive battle in France, the outcome of this conflict would decide Italian policy.

Fortunate was Dante that he worshipped her afar, that he never knew her well enough to be undeceived, and so walked through life in love with love, sensitive, saintly, sweetly sad and most divinely happy in his melancholy. The Neutral There is known to me a prominent business house that by the very force of its directness and worth has incurred the enmity of many rivals.

That argues power. Hatred may be promising. The deepest revolutions of minds sometimes begin in hatred. But simply to have left a reader unimprest is in itself a neutral result, from which the inference is doubtful.

On April 5, 1793, the news of the outbreak of war was received at Philadelphia. Washington at once summoned his cabinet for the most important discussion which it had yet held. Was the United States to consider itself bound to enter the war and to defend the French West Indies against Great Britain? Should the President declare that the United States stood neutral in this contest?

We still cherish the hope that this result will not long be postponed. Sustaining our neutral position and allowing to each party while the war continues equal rights, it is incumbent on the United States to claim of each with equal rigor the faithful observance of our rights according to the well-known law of nations.

We readily, and for the most part with utter sincerity, find those things pleasing that are in vogue. Shaggy dress-stuffs and pronounced color effects, for instance, offend us at times when the vogue is goods of a high, glossy finish and neutral colors.

I am truly and devoutly grateful for the release from that sense of unrest caused by the twisted red and green arabesques on the floor. Here all is sombre. The walls are a dull shade, the carpet neutral, the furniture the faded brocatelle dedicate to boarding-houses; but it is not so bad. The golden light lies along the floor, and is reflected on my 'Birth of Venus' on the wall.
