Any number of men who had been on the road when he was in the English navy-yards felt that they ought to have had this little promotion. The local foremen along the line saw in the young Englishman the future foreman of the new shops, and no man went out of his way to help the stranger.

Not only the fleet, however, but all the bureaus and offices of the Navy Department, all the navy-yards, and an the radio stations, recruiting stations, hydrographic offices, training stations, and agencies for securing information from foreign countries, will have to pass instantly from a peace basis to a war basis.

The present condition of the defenses of our principal seaports and navy-yards, as represented by the accompanying report of the Secretary of War, calls for the early and serious attention of Congress; and, as connecting itself intimately with this subject, I can not recommend too strongly to your consideration the plan submitted by that officer for the organization of the militia of the United States.

There should also be ample provision made for powder and projectiles, and other munitions of war, and for an increased number of officers and enlisted men. Some additions are also necessary to our navy-yards, for the repair and care of our large number of vessels.

Moreover, while Washington is not a great industrial city, there is some industrialism here, and our labor legislation, while it would not be important in itself, might be made a model for the rest of the Nation. We should pass, for instance, a wise employer's-liability act for the District of Columbia, and we need such an act in our navy-yards.

For the naval establishment, including vessels, machinery, and improvements at navy-yards 17,292,601.44 For miscellaneous expenditures, including public buildings, light-houses, and collecting the revenue 43,939,710.00 For expenditures on account of the District of Columbia 3,407,049.62 For interest on the public debt 54,578,378.48 For the sinking fund 46,790,229.50

I deem it of much importance to a just economy and a correct understanding of naval expenditures that there should be an entire separation of the appropriations for the support of the naval service proper from those for permanent improvements at navy-yards and stations and from ocean steam mail service and other special objects assigned to the supervision of this Department.

This "mothering" by repair-ships which are merely huge machine-shops afloat this trick of keeping destroyers tuned up and constantly ready for service has inspired much favourable comment from our allies in the British service. It is an instance of our national adaptability, learned from an experience on long coasts where navy-yards are not too handy.

The suggestion for the enlargement of the navy-yards, and especially for the establishment of one in fresh water for ironclad vessels, is deserving of consideration, as is also the recommendation for a different location and more ample grounds for the Naval Academy.

Contracts have been let during this Administration, under the appropriations for the increase of the Navy, including new vessels and their appurtenances, to the amount of $35,000,000, and there has been expended during the same period for labor at navy-yards upon similar work $8,000,000 without the smallest scandal or charge of fraud or partiality.
