So great and vital is this principle that in such circumstances, as when an equal number of ballots have been cast in an election, or where the qualifications for any office are balanced as between the various races, faiths or nationalities within the community, priority should unhesitatingly be accorded the party representing the minority, and this for no other reason except to stimulate and encourage it, and afford it an opportunity to further the interests of the community.

In peace time most of the people who join it are either fleeing from justice, or they have no more interest in life and don't care what becomes of them. Here on the Adriatic side there were political entanglements that by comparison made our western after-the-war problems plain sailing. Never before was there one apparently more insoluble as a barrier between two peoples. Never before in Christendom was there one that required a longer space of time to melt. Never before did the fusing of two nationalities encounter more fierce and prolonged opposition.

This is not the place to discuss the immigration policies of the past. We are dealing with facts. We have the most cosmopolitan population one could imagine. The most divergent factors go to make up the racial composition of our western population. We know of a city parish that counted 16 different nationalities within its boundaries.

In the heart of one of the busiest parts of the city, no mountain cloister could be more quiet and lonely. One felt the soothing stillness, lifted above the world, while yet retaining the closest connection with it. It is sweet to leave the busy crowd of various nationalities below, intent only upon pleasure, and, climbing up the lofty staircase, enter this secluded shrine, and be alone with God.
