Since many western states had large and influential socialist minorities and since several of them had been governed by coalitions in which socialists-communists played a substantial role, acceptance of Washington's anti-socialist program never won wholehearted support in Europe. A great variety of forms of education corresponding to the wishes and opinions of different classes of parents receive assistance from the State, subject to the conditions of submitting to certain tests of educational efficiency, and to a conscience clause protecting minorities from interference with their faith.
