The politicians of London, who at present are not the most numerous corporation, are warm on a Bill for a new regulation of the East Indies, brought in by Mr. Fox. Some even of his associates apprehended his being defeated, or meant to defeat him; but his marvellous abilities have hitherto triumphed conspicuously, and on two divisions in the House of Commons he had majorities of 109 and 114.

The brightening prospects of the Union cause quickly produced a better state of feeling at the North. A civil war is mostly the purifying fire in a nation's existence. It is to be hoped that this great convulsion will purify the free States by sounding the death-knell of these small intriguing politicians. The American people at large will acquire earnestness, knowledge of men, and clear insight into its own affairs. Tricky politicians will be discarded, and true men backed by majorities.

The senate, as it stands, as it was meant to be in the Constitution, is the strongest safeguard which the fundamental law established against centralization, against the tyranny of mere majorities, against the destruction of liberty, in such a diversity of climates and conditions as we have in our vast continent.

Before the next measure, or the bill to prevent the sailing of any new vessel in the trade after the 1st of August, was publicly disclosed, it was suggested to him, that the session was nearly over; that he might possibly weary both Houses by another motion on the subject; and that, if he were to lose it, or to experience a diminution of his majorities in either, he might injure the cause, which was then in the road to triumph.

Virginia and New York then ratified by very narrow majorities and after prolonged discussion. North Carolina did not come in until 1789, and Rhode Island not until 1790. In September, 1789, the first ten amendments were proposed by Congress, and in December, 1791, they were declared in force.
