"Also a native priest, Señor Pascual Reyes, has arrived here from Cebú, and says that in Leyte General Lucban is committing many abuses and that Colonel Mójica is only a mere figurehead. Further details as to conditions in Cebu are given in a letter to Aguinaldo from the commissioner whom he put in charge of elections in that island, who on February 19, 1899, writes:

Many circumstances which did not exist in 1902 and 1904 made it feasible to use the army in Samar and Leyte during 1905 and 1906. The high officers who had exercised such sweeping powers during the insurrection had meanwhile given way to other commanders. Indeed, a practically new Philippine army had come into existence.

The cruising of the pirates being thus reduced to a space comprehended in an oblong circle formed by an imaginary line drawn from the southern extreme of the Island of Leyte, to the south-west point of Samar, which next running along the north-west coast of Mindoro, on the outside of Tacao and Burias, and coming down to the west of Panay, Negros and Bohol, closes the oval at the little island formed by the Strait of Panaon, about forty gunboats might be advantageously stationed in the narrowest passages from land to land; as, for example, in the Strait of San Juanico and other passes of a similar kind, well known to the local pilots.

And in Rizal's letter from Hongkong, May 24, 1892, to Zulueta, commenting on an article by Leyte in La Solidaridad, he says: "Again I repeat, I do not understand the reason of the attack, since now I have dedicated myself to preparing for our countrymen a safe refuge in case of persecution and to writing some books, championing our cause, which shortly will appear.

The Island and Province of Samar is situated to the southeast of Luzon, it is bounded en the north by the Strait of San Bernardino, on the south by the Jahanetes Canal, separating it from Leyte Island, on the east by the Pacific Ocean, and on the west by the Visayas Sea. It is very mountainous, with high, steep coasts.

Apo, the largest of the three, estimated to be 10,312 feet high, has three summits, within which lies the great crater, now extinct and filled with water. In evidence of former volcanic activity are the abundant deposits of sulphur on the island of Leyte, the hot springs in various localities, and the earthquakes which occasionally bring death and destruction.

The best cacao of the Philippines is produced in the small Island of Maripipi, which lies to the north-west of Leyte; and it is difficult to obtain, the entire crop generally being long bespoke. They grow very rapidly, and, to prevent their being choked by weeds, are planted out at very short intervals.

Although sulphur can scarcely be ranked in the same category with the preceding articles of commerce, I set it down here, as a considerable quantity is annually shipped to China. It is brought from the vicinity of the volcanoes in Bisayas: the best is said to come from Leyte, which is worth about one and a quarter dollar per pecul.
