During the remainder of the year there was the fiercest popular opposition; the commercial and ship-building interest felt that it had been betrayed; Jay was burned in effigy; Hamilton was stoned at a public meeting; State legislatures declared the treaty unconstitutional.

The Constitution permits the legislatures of the States to determine how the electors shall be chosen. In the earlier period, the legislatures elected them; later they were elected by the people; sometimes they were elected at large, but usually they were chosen by districts. And this is now the general custom.

I believe I can assign a reason, why that mode of expression was used, and why the term slave was not admitted in this Constitution and as to the manner of laying taxes, this is not the first time that the subject has come into the view of the United States, and of the Legislatures of the several States.

State legislatures and courts already protect the taxpayers from any measure in the least Socialistic, whatever form of local government and whatever party may prevail. It has caused more than a little resentment among the propertyless that the taxpayers should actually have the effrontery to propose the still more conservative commission plan as being a radically democratic reform.

The principal object of the provision seems to be to take from congress and the state legislatures the power to abolish this privilege, or even to suspend it for any time, or in any case, except the particular cases mentioned.

It will be a great thing if the subject can be introduced into your legislatures in any way, even by women, and they will be the most likely to introduce it there in the best possible manner, as a matter of morals and religion, not of expediency or politics. You may petition, too, the different, ecclesiastical bodies of the slave states.

RATIFICATION. The Legislature assembled August 13, 1919, in special session for the purpose of meeting the federal appropriation for good roads. The Federal Suffrage Amendment having been submitted to the Legislatures for ratification on June 4 was due to be presented by the Governor.
