Joseph Harrison, for political speeches made at a great public meeting for Reform, at Stockport; and on the 31st the Gazette contained a proclamation against seditious meetings, particularly denouncing the election of representatives or legislatorial attorneys as illegal. On the 21st a Reform meeting was held in Smithfield.

Meanwhile, the Hampden Club counselled their Birmingham friends to bring matters to an issue, by electing a "Legislatorial Attorney," who was to proceed to the House of Commons, and formally demand to be admitted as the representative of Birmingham. The advice was taken, and on the 12th of July, 1819, a great meeting was held on Newhall Hill, for the purpose indicated.
The Conventionalists themselves, however, had learned by this time that neither peace nor security could be expected, unless some form of government were adopted, in which the legislative and the executive functions should at least appear to be separated; and they were also at length inclined to admit the excellence of that part of the British constitution, which, dividing the legislatorial power between two assemblies of senators, thus acquires the advantage of a constant revision of counsels, and regulates the political machine by a system of mutual checks and balances.

On the 12th of July a great meeting was held at Newhall Hill, near Birmingham, for Parliamentary Reform, at which Major Cartwright and Mr. Wooler were present. It was said upwards of sixty thousand persons attended, and unanimously elected Sir Charles Wolseley their legislatorial attorney, and representative for Birmingham, with directions that he should apply to the Speaker to take his seat.
I found, however, that they had only a few very vague and imperfect resolutions drawn up; but the Doctor produced a letter from Joseph Johnson, the brush-maker, at Manchester, saying, that it was the wish of the people of Manchester, that I should, at the Smithfield Meeting, be elected the representative and legislatorial attorney for the unrepresented people of the Metropolis, &c.
It is certain that drilling had been going on for some time among the multitudes invited to attend the meeting of the 9th; that its avowed object was to choose a "legislatorial representative," as Birmingham had already done, and that, on its being declared illegal by the municipal authorities, who declined to summon it on their own initiative, its organisers deliberately resolved to hold it a week later, whether it were legal or not.
The cause of this was, that Mr. Johnson and those concerned in calling the meeting had, in their advertisements, stated one of the objects to be, that of electing a representative or legislatorial attorney for Manchester.
