They felt obliged to report that they could not recommend any legislation to meet similar cases in the future, since the "invasion" of Virginia was not of the kind mentioned in the Constitution, but was "simply the act of lawless ruffians, under the sanction of no public or political authority."

For if it had, there would have been no necessity for legislation at all, there would have been no need for putting in the law as it now stands, that the pronoun "he," wherever employed, shall not be considered as prohibiting women from holding the offices of Sunday-school Superintendent, Class Leader, and Steward.

Legislation is only really successful when it is in harmony with the general spirit of the age. Laws and statesmen for the most part indicate and ratify, but do not create. They are like the hands of the watch, which move obedient to the hidden machinery behind.

The recent extension of the suffrage, giving votes to nearly two millions of agricultural and other laborers, leads politicians to go as far as possible in favoring new legislation in the interest of tenants and laborers.

The history of representation in England, from which we have taken our model of legislation, is briefly this: before the institution of legislating by deputies, the whole free part of the community usually met for that purpose; when this became impossible, by the increase of numbers, the community was divided into districts, from each of which was sent such a number of deputies as was a complete representation of the various numbers and orders of citizens within them; but can it be asserted with truth, that six men can be a complete and full representation of the numbers and various orders of the people in this state?

If to these evils be added the combinations and angry contentions to which such a course of things gives rise, with their baleful influences upon the legislation of Congress touching the leading and appropriate duties of the Federal Government, it was but doing justice to the character of our people to expect the severe condemnation of the past which the recent exhibitions of public sentiment has evinced.

With these preliminary remarks we are now prepared to examine the legislation as it exists to-day ; cautioning our readers that this subject, as indeed all others concerning labor legislation, is so often tinkered in all our States as to make our statements of little permanent value, except that restrictions once imposed are rarely repealed.

Every effort should be made in dealing with this subject, as with the subject of the proper control by the National Government over the use of corporate wealth in interstate business, to devise legislation which without such action shall attain the desired end; but if this fails, there will ultimately be no alternative to a constitutional amendment.

At the head of these tremendous changes was Lloyd George, whose so-called socialistic legislation a few years before had roused spasms of rage among classes which now belauded his every action and announced him as the coming savior of his country.

Unfortunately, Johnson, who succeeded to the Presidency at the death of Lincoln, though a Republican, disagreed with his party, and legislation upon this subject was only secured by passing all acts over his veto by a two-thirds vote.
