Now, the Navajos are peaceable enough if you leave them strictly alone and do not come snooping upon their reservation trying to arrest somebody. But they don't like jails, and if you persist in trailing their lawbreakers you are going to have trouble on your hands.

Lands constituting the domains of great families were under the complete control of their holders, and there being no one responsible for the preservation of general peace and order, bandits and other lawbreakers abounded. This state of affairs was remedied by the appointment of high constables and land-stewards.

When Ben reached the vicinity he saw no person, although he well knew that in almost every dark nook and hiding place, a guardian of the law was stationed, quietly awaiting the moment when the lawbreakers would dare show themselves. Ben knew, too, that more than one pair of eyes carefully scrutinized him as they did every pedestrian who passed.

It took the form of organizing a body of men called kebiishi, upon whom devolved the duty of pursuing and arresting lawbreakers. At first this measure was on a small scale and of a tentative character. *Three corps of military guards formed part of the organization. "Captain" Howard and his crew of lawbreakers offered no resistance when they saw the odds against them, for each of the men from the revenue cutter was armed and promised to shoot to kill if a hostile hand was raised against them.

Soon he had quite a following, but of people who he himself says, in his "History of the Reformation," were "gluttons, wantons and licentious revelers, but who yet regularly and meekly partook of the sacrament." Knox saw plainly this peculiar paradox, that every reformer is followed and professed by lawbreakers who consider themselves just like him.
