Perhaps one contributing factor to the success of the German navy has been her staff of officers highly trained in strategy by Kriegspiel, that insures not only sound advice in general, but also insures that at any time, night or day, a body of competent officers shall be ready at the admiralty to decide what action should be taken, whenever any new situation is reported.

Shells and his prattle about Hamley and Brialmont and Jomini, kriegspiel and the new drill, you would imagine he was bound to put the extinguisher on Marlborough, Wellington, Wolseley, and the rest of them; and yet the chances are, if you meet him twenty years hence, he will be a captain on the recruiting service, with no forces to marshal but six growing children.

The difference between the advice of men held responsible for the results of following their advice, and the advice of men not so held responsible, is well recognized, and is discussed fully in the reports of the Moody and the Swift Boards on the organization of the Navy Department. Furthermore, our officers do not have the machinery of the Kriegspiel to help them.

This game of tin soldiers, an intricate "Kriegspiel," involving rules innumerable, prolonged arithmetical calculations, constant measuring with foot-rules, and the throwing of dice, sprang from the humblest beginnings a row of soldiers on either side and a deadly marble.

And when, added to this singular incongruity, many of these warriors were spectacled, studious men, and, despite their lethal weapons, wore a slightly professional air, and were to a man deeply sentimental and singularly simple, their attitude in this eternal Kriegspiel seemed to the consul more puzzling than ever.

The northern third of Natal is as vulnerable a military position as a player of kriegspiel could wish to have submitted to him. It runs up into a thin angle, culminating at the apex in a difficult pass, the ill-omened Laing's Nek, dominated by the even more sinister bulk of Majuba. In 1896 he published his Romany novel ‘Kriegspiel,’ which did not meet with anything like the success it deserved, although I must say he was himself in some degree answerable for its comparative failure. The origin of the story was this.

There was another defect in our "Kriegspiel": I was so much the better shot that my marksmanship often frustrated the most admirable strategy and the most elaborate of military schemes.

The whole problem was attacked in its entirety, and a general solution found; and after this, the various divisions and subdivisions of the problem were attacked and solved, in obedience to the same principles, in accordance with the results obtained at Kriegspiel.
