The passionate belief in white superiority and a desperate fear of black retaliation caused many whites to resort to physical intimidation to achieve their purposes. The League as the ally and successor of the Freedmen's Bureau was one of the causes of the Ku Klux movement, because it helped to create the conditions which made such a movement inevitable.
